Relative to seashore areas in the US, the Nayarit Riviera1 is relatively undeveloped. The Mexican federal tourism agency, Fonatur, has identified this coast as the next major development area among the thousands of miles of Mexican shoreline, earmarking $15 billion in new infrastructure for this region. Ecologically sensitive development is a high federal, regional and local priority, both for intrinsic reasons and also to attract more affluent baby boomers who place high value on sustainability and aesthetics.

The village of San Pancho, where Emerald Coast is based, has an unusually well-educated population. Family values are a universal way of life here, not a political slogan. The majority of local people welcome economic development as an opportunity to retain their university-educated young people.
